Our Medico-Legal Assessments
We understand the medico-legal process can be stressful and a daunting process.
All Abilities health offer telehealth for the injured person and their support network to reduce stress and travel time. In person appointments can still be facilitated as needed in Brisbane.
Telehealth or in person appointments will take approximately two hours to allow for required assessments and cognitive testing.
Prior to the appointment our administrative staff will send through questionnaires to the injured person or the support person to complete. The questionnaires will assist during the appointment and final report.
Capacity Assessments
Capacity is a legal term referring to the ability to exercise the decision-making process.
Capacity is specific to the type of decision to be made and when the decision must be made. It can change or fluctuate and can be influenced by the complexity of the decision, support available to the person and any preexisting injuries.
An adult with capacity has the right to make legally recognised decisions about their life, such as health care choices, support services they may need, where they live and how they manage their finances.
All Abilities Health conducts Capacity Assessments by:

Applying the right Medical-Legal test of capacity.

Conducting the assessment.

Report writing (opinion and grounds).

What is a Medico-Legal Assessment?
Also known as Independent Medical Assessment (IME) Medico-Legal assessments are an important part of personal injury claims. A medical report can be used as medical evidence to decide the impact the injury has on the injured person. Medico-Legals are arranged on behalf of the injured person by their representing law firm by email or phone call. Medico-legal reports can cover workplace injuries, car accidents, or any form of injury or trauma under an insurance claim before the courts. The representing law firm will provide the brief to All Abilities Health which will include information about the injury/accident, previous medical assessments, and medical histories.

Prof. Harry McConnell
Prof. McConnell has worked in the disability sector since the age of 11, working as a coach in the first Special Olympics and in various committee disability sport and recreation programmes and as a Special Education teacher, before doing his BSc in Psychology at McGill and then Medical School.
After Medical School, Prof. McConnell completed advanced training in Neurology, Epileptology, Psychiatry, Disability Medicine and Lifestyle Medicine. He has worked in disability advocacy and policy being an advisor to many Ministers of Health and Disability. He has also been a member or chair of many key committees in developing policy for the NDIS and state-wide disability policies for Queensland and has worked closely with the World Health Organization, and World Bank Institute.
Prof. McConnell has 25+ years’ clinical experience working with people with traumatic brain injuries, including working as Director of Neurosciences at St Vincent’s Hospital Brisbane, working as Consultant Neuropsychiatrist for the Traumatic Brain Injury service at Northern Rivers, NSW Health, and as an expert in many medico-legal cases over the past 15+ years and as a member of the expert panel for the NHMRC/ Medical Futures Fund for Traumatic Brain Injury. He is one of a handful of physicians in Australia given International Preeminent status with both the RANZCP and Queensland Health in recognition of his international work in neuropsychiatry. He has published five textbooks and worked as Clinical Editor at BMJ Clinical Evidence and of the Maudsley Prescribing Guidelines.
In Australia he has been the Director of Neurosciences at St Vincent's Hospital Brisbane, Neuropsychiatrist at the North East Brain Injury Rehabilitation Unit, Clinical SubDean and Professor of Neuropsychiatry and Neurodisability at Griffith University School of Medicine, Chair of the SouthEast Queensland Disability Advisory Council and Director of the Institute for the Clinical Advancement of Neuroplasticity (I CAN!) as well as a member of the Medical Board (AHPRA) and the Therapeutics Good Administration (TGA).
Prof. McConnell has also obtained Master Certified Independent Medical Examiner (MCIME).
